Provoking North Korea is not a sound strategy for the United States. That strategy was used by industrialized Europe in the past behind the shadow of America. Today, war-gaming has changed. Any country can outsource an attack in or the bombing of a city anywhere in the world so long as they can facilitate logistics (secretly) and pay for the job. Freelance terrorism is mushrooming. Small countries that cannot fight a direct war with a big country or small interest groups fighting to force their point of view on the ruling class will hire freelance terrorists or bombers with ease without getting burned themselves. This is not a good time to pressure already-annoyed small countries and motivate them to opt-in to that choice in order to save their own skins. North Korea will take aggressive action sooner if South Korea and the U.S. provoke it with war games and smoking-out strategies such as economic sanctions.
